My ex employer forwarded a “Earnings witholding order” court ordered debt collections letter, what do i do?

The debtor is under another ladies name but she is using my Social Security number so the debt is under my social. What are the best steps to solve this? I think she may be stealing my social security number, I am not sure.
I called the state and finally got through…they said either the sate or the court was off by 1 digit on my social security. Thank goodness that’s all it was!
